Daviess Community Hospital CEO Justin Harris testified Tuesday before the Indiana House Insurance Committee in support of House Bill 1271. The legislation seeks to increase transparency and accountability in health insurance payment practices, addressing issues such as retroactive claim denials, delayed reimbursements, and insurer recoupments. Harris told lawmakers that these practices place a financial strain on rural hospitals like DCH, which already operate on tight budgets and serve a high number of Medicare and Medicaid patients. He said a significant portion of the hospital’s billing staff time is spent resubmitting and appealing claims, costing the hospital hundreds of thousands of dollars annually. House Bill 1271 was authored by Rep. Julie McGuire and is currently under consideration by the House Insurance Committee.
