Court Documents Detail Events in Washington Shooting

New court documents are shedding light on the fatal shooting that occurred Saturday afternoon in Washington. According to the Washington Police Department, officers responded to reports of multiple gunshots near Southwest 1st Street and Dewey Avenue. Court records state that 21-year-old Ashton Baxter called dispatch and reported that he had shot a man who he claimed tried to attack him. Police identified the victim as 51-year-old Phillip Waggoner. Baxter told investigators that Waggoner approached his vehicle and struck him in the face. However, a witness told police the two men were arguing in the street over how Waggoner’s vehicle was parked. The witness said Waggoner slapped Baxter before Baxter fired multiple shots. Court documents indicate Baxter fired six rounds. Waggoner was struck twice, including in the neck and leg, and later died from his injuries. The witness also told police Baxter continued firing after Waggoner fell to the ground. Baxter has been charged with murder and criminal recklessness. He has not yet made his initial court appearance.
